Mitchell: Put 'Project Lifesaver' Successes To Work for More Coloradans

State Rep. Victor Mitchell recognizes a good idea when he sees it.

Mitchell, R-Castle Rock, is sponsoring House Bill 1064 to facilitate the use of the Project Lifesaver Program in more Colorado counties. The program aids in the search and recovery of those who become lost as a result of a cognitive impairment such as Alzheimer’s disease.

"His program is operating in forty states across the county and has a 100 percent success rate; it’s time we put that success to work for more of our vulnerable citizens," Mitchell said. "This proposal would increase access to a program that has a proven track record of saving lives."

HB 1064 would authorize grants to assist counties in establishing a Project Lifesaver Program. The programs are optional and would provide tracking bracelets for those with Alzheimer’s disease, autism, Down syndrome or other conditions that may cause them to wander and become lost.

According to www.projectlifesaver.org, the program reduced search times in these cases from hours and days to an average of less than 30 minutes. In over 1000 searches, there have been no reports of serious injuries or deaths. The Average cost savings for a search and rescue mission using Project Lifesaver are more than $11,000.

"By decreasing the amount of time that individuals are lost and missing, we are increasing the chance that they will be returned safely to their families," Mitchell said. "We are also saving cities and counties countless dollars that would otherwise be spent on continuing searches that become less hopeful as time wears on."

Mitchell said the program is already being used in some of Colorado’s counties. In Arapahoe County alone, it has resulted in the successful rescue of 40 individuals since the program was initiated in 2004.

The Arapahoe County Sheriff has agreed to assist in all aspects of implementation of the program. The Colorado Alzheimer’s Association has pledged to provide an extensive complimentary training program for participating counties. In addition to the Colorado Alzheimer’s Association, the Colorado Sheriffs Association is also supporting the proposal.

HB 1064 passed on an 11-0 unanimous vote by the House Local Government Committee on Tuesday, Jan. 30.

Victor Mitchell Enters 45th District State House Race

Successful Businessman Pledges Innovation, Conservative Leadership

Victor Discusses C and DTouting a highly successful record in the private sector, Victor Mitchell (R-Castle Rock) today formally declared his candidacy for 45th District State Representative. Mitchell, who has spent 20 years establishing coalitions and solving problems in the business world, said he wants to use his skills and experience "to make a difference for the people of Colorado by offering innovation and conservative leadership for Douglas and Teller Counties."

When he was 21 years old, Mitchell started his first business. Over the years, his hard work and entrepreneurship paid off as he launched one successful venture after another. By 1991, he was operating a full-service telecommunications firm, Advantage Cellular, which won numerous awards for both growth and innovation. After the company was successfully sold to Verizon Wireless in 1995, Mitchell moved to Denver in January 1996 and founded Advantage Wireless, which today is one of the largest and most successful wireless distributors in the United States.

Mitchell and his companies have received widespread accolades. In 2000, Advantage Wireless was named "Colorado Small Business of the Year" by the Denver Chamber of Commerce. The Denver Business Journal also named Mitchell as one of the "top 40 under 40" business executives of Colorado, and he was a finalist in Ernst and Young's nationally recognized "Entrepreneur of the Year" contest. Mitchell has also been featured on CNN and in Entrepreneur magazine.

As a strong fiscal conservative, Mitchell serves as Douglas and Teller County chairperson for "C Wins, U Lose," an organization opposed to Referenda C and D. "I support a sensible and measured approach to resolve conflicts between Colorado's mandatory spending Amendment 23 and our Taxpayer's Bill of Rights," he said. "I oppose Referenda C and D because they go too far and would increase taxes."

He noted that the non-partisan Legislative Council now estimates that Referendum C's cost to taxpayers will approach $3.8 billion - about $3,500 per average family of four - over the first five years. "This is up 20 percent from the $3.1 billion estimate just a few months ago," Mitchell observed. "The people of Colorado deserve a better solution and I want to help provide the leadership we need to resolve our state's fiscal crisis."

Mitchell added, "on so many vital issues - strengthening public education, ensuring access to health care, fashioning sound water policies, addressing illegal immigration - citizens are looking for principled, common sense solutions that reflect the values of our community. Those are the values that guide me every day and which, with the support of the people of the 45th District, I pledge to bring to the Colorado General Assembly."

Mitchell earned his Bachelor's degree in Finance from San Diego State University and a Master of Public Administration degree from the J.F. Kennedy School of Government at Harvard University. He and his wife, Amy, are devoted parents to three children and are active in community service. A former board member of the Denver Chamber of Commerce and the Better Business Bureau, Mitchell is currently a director on San Diego State University's Business College and Entrepreneurial Management Committee, as well as a board member and director of the Leadership Program of the Rockies.
